At the conclusion of the 59th All India Conference of Director Generals and Inspector Generals of Police in Bhubaneswar, Prime Minister Narendra Modi delivered a compelling address that underscored the need for urgent action against emerging digital threats. With the rapid evolution of technology, challenges such as AI-driven deepfakes, cyber frauds, and narco-terrorism pose significant risks to national security, social stability, and economic well-being.

The Rise of Digital Threats:

PM Modi highlighted the disruptive potential of deepfake technology, an advanced form of AI that creates hyper-realistic but fabricated content. Deepfakes threaten to undermine social trust, disrupt familial relationships, and even manipulate public discourse. These risks are exacerbated by the increasing sophistication of cyber frauds, which have already cost India an estimated ₹11,333 crore in 2024 alone, according to the Indian Cyber Crime Coordination Centre.

Harnessing India’s AI Potential:

PM Modi proposed a vision of “double AI power” — Artificial Intelligence and Aspirational India — to tackle modern security challenges. By integrating AI tools into police workflows, India can enhance its ability to predict, prevent, and address crimes. From automating administrative tasks to employing AI for sophisticated threat analysis, these measures aim to reduce the workload on personnel and improve efficiency.

Expanding on his SMART policing concept introduced in 2014, Modi urged law enforcement agencies to embody attributes like Strategic thinking, Meticulous planning, Adaptability, Reliability, and Transparency. These qualities are critical in navigating the complexities of digital-age crimes.

Countering Narco-Terror and Border Challenges:

Narco-terrorism emerged as another significant concern during the conference. The Prime Minister stressed the need to dismantle entire drug-trafficking networks, which not only fund terrorism but also destabilize local communities. Modi called for coordinated action to neutralize these syndicates, from high-level operatives to grassroots enablers.

To address border-related issues, Modi proposed closer engagement with local communities. He recommended that officers in border areas spend nights in villages to better understand the socio-economic challenges residents face. Strengthening Urban Policing:

Acknowledging advancements in urban policing, Modi called for the replication of best practices across 100 cities nationwide. Modi also advocated for national hackathons to encourage innovative policing solutions and foster collaboration between agencies and technologists.

Initiatives such as incorporating cyber safety awareness into school parent-teacher meetings reflect a proactive approach to building societal resilience against digital fraud. By empowering citizens with knowledge, the government aims to create a vigilant and informed public capable of identifying and mitigating risks.

The three-day conference served as a platform for over 250 senior police officials and more than 750 virtual participants to discuss a range of issues, from cybersecurity to economic and coastal security. It showcased the government’s commitment to equipping law enforcement with the tools and strategies necessary to address 21st-century challenges.
